ISLAMABAD: The Technical Wing of the Ministry of Housing and Works has approached the Defence Housing Authority (DHA) Rawalpindi-Islamabad, requesting its participation as a joint venture partner in the Commanders Sky Gardens project.
In an official letter addressed to the Administrator DHA Rawalpindi-Islamabad, the ministry stated that the Federal Government Employees Housing Authority (FGEHA) is progressing with the development of the Commanders Sky Gardens project according to schedule. However, it said DHA’s involvement could help make the project more effective and facilitate its completion.
The ministry has proposed that DHA consider joining the project under a similar partnership arrangement to those already established in the Lawyers Housing Society with FGEHA and in the Kuri project with other institutions.
Potential Benefits for DHA
The letter highlights the project’s location and current development status as key factors that could make the proposed partnership beneficial for DHA.
According to the ministry, Commanders Sky Gardens is located near DHA Margalla and DHA Kuri, making it a potential natural extension of DHA’s existing housing developments.
The letter further states that the project currently has access through Murree Expressway, while its expected connectivity with the proposed Ring Road could further enhance its accessibility and long-term value.
The ministry also maintained that the land is clear and in the possession of the project authorities, while development work is already underway. The letter said the status of the land and ongoing development could be independently verified through inspection and confirmation by the relevant authorities.
What is Commanders Sky Gardens?
Commanders Sky Gardens, also known as Green Enclave-II, is a joint venture between FGEHA and M/s Commanders Sky Garden. An agreement between the two parties was signed on October 11, 2019.
The project covers approximately 11,000 kanals of land in Mouza Khattar and Mengal near Murree, of which 7,200 kanals have been transferred to FGEHA.
The project was primarily launched for federal employees registered under the 2009 membership drive. Different sharing ratios have been established between FGEHA and the joint venture partner for the distribution of residential and commercial plots.
Project Faced Delays in the Past
The Commanders Sky Gardens project previously faced delays due to NAB inquiries and cases pending before the Supreme Court. However, following clearances from the relevant institutions, development activities have reportedly gained momentum again.
The proposal by the Ministry of Housing and Works to bring DHA in as a joint venture partner has once again placed the project in the spotlight.
Final Partnership Decision Yet to Be Made
According to experts associated with the housing sector, partnerships between government housing authorities can combine administrative capacity, resources and development expertise, potentially improving the implementation of major projects.
However, if DHA decides to participate, experts say a detailed review of the land’s legal status, financial arrangements, partnership shares, responsibilities and other legal matters would be necessary before any final agreement is reached.
For now, the ministry has requested DHA to consider joining the project as a joint venture partner. A final decision on the proposal will depend on approval by the relevant authorities and the signing of a formal agreement.
