Meta is set to charge Pakistani businesses nearly 11 times more than Indian businesses for WhatsApp Business utility, authentication, and service messages under its new pricing structure, effective October 1, 2026.
According to the announced rates, businesses in Pakistan will pay $0.015 per message, while the same categories of messages will cost $0.0014 in India.
The new pricing could increase operating costs for Pakistani businesses that rely on WhatsApp for customer communication, order updates, billing alerts, customer support, and authentication.
Pakistan Has the Highest Rate Among Listed Regional Markets
The new regional pricing shows that Pakistan has the highest listed domestic rate for utility, authentication, and service messages among the markets compared.
Businesses in Sri Lanka will pay $0.0020 per message, followed by Nepal at $0.0034, Bangladesh at $0.0037, and Iraq at $0.0079.
Pakistan’s rate is approximately 10.7 times higher than India’s, 7.5 times higher than Sri Lanka’s, 4.4 times higher than Nepal’s, 4.1 times higher than Bangladesh’s, and 1.9 times higher than Iraq’s.

Free Messaging Benefits to Change
The new pricing structure will also end free service messages and utility template messages sent within WhatsApp’s 24-hour customer service window.
However, Meta will provide 1,000 free service messages per business phone number each month.
Pakistan’s Rate Compared with Other Markets
Pakistan’s new rate of $0.015 per message is nearly twice the $0.0077 rate listed for Meta’s general “Other” market category.
The pricing table also lists Pakistan’s marketing message rate at $0.0473, utility and authentication messages at $0.0150, and international authentication messages at $0.0750.
Impact on Pakistani Businesses
The higher charges could significantly affect businesses that use WhatsApp for routine customer communication and transactions.
Companies may face increased costs for sending order updates, billing notifications, customer support messages, and authentication codes. The additional expense could also discourage some businesses from expanding their use of WhatsApp for customer services.
