Canada Plans Permanent Residency for 1.14 Million Immigrants from 2026 to 2028

Canada aims to welcome 1.14 million permanent residents over three years, with 380,000 admissions annually. Pakistani applicants will not have a separate quota and must meet the eligibility requirements of relevant immigration programs.

Urdu Report Desk

Canada has set a target of granting permanent residency (PR) to 1.14 million immigrants between 2026 and 2028, with 380,000 new permanent residents planned each year. However, no separate quota has been allocated for Pakistani citizens, and approvals will depend on eligibility criteria and the requirements of the relevant immigration programs.

Canada’s Immigration Priorities for 2026–2028

According to Canadian immigration authorities, the immigration plan for 2026 to 2028 focuses on economic needs, attracting skilled workers, family reunification and providing protection to refugees. These targets are part of the previously announced immigration plan and should not be interpreted as a new increase in permanent residency opportunities.

Permanent Residency Targets for 2026

For 2026, Canada has set a target of 239,800 permanent residents under economic immigration programs. Family sponsorship programs are allocated 84,000 places, while 49,300 places are designated for refugees and protected persons. A further 6,900 places are reserved for humanitarian and other categories.

Targets for 2027 and 2028

Under the plan, the annual target for economic immigration will increase to 244,700 in both 2027 and 2028. Family sponsorship programs will have an annual target of 81,000 permanent residents during the same period. Despite these adjustments, the overall annual permanent residency target will remain at 380,000.

Special Pathway for Temporary Skilled Workers

Canada also plans to accelerate permanent residency for certain temporary foreign workers who are already living in the country. Under this special initiative, up to 33,000 skilled temporary workers could receive permanent residency in 2026 and 2027.

Priority will be given to workers who contribute to Canada’s economy, pay taxes and have established strong connections within their local communities.

Canada to Limit New Temporary Residents

Alongside its permanent residency targets, Canada is pursuing a policy to manage and limit the arrival of new temporary residents, particularly international students and foreign workers.

The target for new temporary residents is set at 385,000 for 2026. For 2027 and 2028, the annual target will be 370,000.

What the Plan Means for Pakistani Applicants

Pakistani citizens may be eligible to apply for Canadian permanent residency through skilled immigration, family sponsorship and other relevant programs. However, eligibility requirements vary by category and may include educational qualifications, professional experience, language proficiency, financial resources and other conditions.

Applicants should assess their eligibility and select the immigration program that best matches their circumstances before submitting an application.

No Guaranteed PR Places for Pakistani Citizens

Canada’s overall immigration targets do not guarantee visas or permanent residency for citizens of any particular country. Applications are assessed according to the requirements of the relevant program, available places and immigration authorities’ review procedures.

Pakistani applicants should therefore check the latest official requirements before applying and ensure they meet the eligibility criteria for their chosen pathway.
