Canada has eased the study permit process for international master’s and PhD students, as the government shifts greater focus toward graduate-level applicants and higher education.
According to Immigration, Refugees and Citizenship Canada (IRCC), graduate students accounted for 21% of new study permits issued between January and June 2026, up from 12% during the same period last year.
Decline in International Student Numbers
The changes come as Canada continues to reduce the overall number of international students. The country’s international student population has declined by about one-third since 2024.
New international student arrivals between January and June 2026 were 82% lower than during the same period in 2024.
Growing Share of University Students
At the same time, the share of new study permit holders attending universities increased from 30% in 2024 to 40% in 2025, reflecting a stronger focus on higher-level education.
Simplified Process for Graduate Students
Most students enrolled in graduate degree programs may benefit from simpler processing, while study permit applications from doctoral applicants may be processed within two weeks.
Since January 1, 2026, eligible master’s and doctoral students studying at public institutions have also been exempt from the provincial or territorial attestation letter requirement.
Family and Work Opportunities
Graduate students may also be eligible to bring qualifying family members with them to Canada during their studies.
After completing their degrees, international graduates may qualify for a post-graduation work permit, allowing them to gain work experience in Canada.
Focus on Research and Graduate Education
The Canadian government said it wants to attract the world’s best and brightest researchers and graduate students. As part of this approach, greater priority is being given to master’s and doctoral programs.
